冠縣育才雙語學校建設項目(二期)地塊土壤污染狀況調查報告公示

       冠(guan)(guan)(guan)縣(xian)(xian)育(yu)才雙語學(xue)校(xiao)建(jian)設項目(mu)(二期(qi))(以下簡稱“地(di)(di)塊(kuai)(kuai)(kuai)”)位于(yu)冠(guan)(guan)(guan)縣(xian)(xian)南環(huan)路北側、冠(guan)(guan)(guan)縣(xian)(xian)中(zhong)(zhong)(zhong)心醫(yi)院東側,二期(qi)占地(di)(di)面(mian)積(ji)為(wei)(wei)18479.5平方(fang)米。通過(guo)資料收集(ji)、現場踏勘等手段對地(di)(di)塊(kuai)(kuai)(kuai)的使用(yong)現狀(zhuang)和(he)歷史、相鄰地(di)(di)塊(kuai)(kuai)(kuai)的現狀(zhuang)和(he)歷史進行調查(cha),該地(di)(di)塊(kuai)(kuai)(kuai)土(tu)(tu)地(di)(di)原有性質為(wei)(wei)農用(yong)地(di)(di),無工業企業生(sheng)(sheng)產經營(ying)活動。擬開(kai)發(fa)用(yong)于(yu)中(zhong)(zhong)(zhong)小學(xue)用(yong)地(di)(di),根(gen)據《中(zhong)(zhong)(zhong)華人民共(gong)和(he)國土(tu)(tu)壤(rang)(rang)污(wu)染(ran)防(fang)治法》文(wen)件第五十九條“用(yong)地(di)(di)用(yong)途變(bian)(bian)更(geng)(geng)為(wei)(wei)住宅、公共(gong)管理與公共(gong)服務(wu)用(yong)地(di)(di)的,變(bian)(bian)更(geng)(geng)前應當按照(zhao)規(gui)定進行土(tu)(tu)壤(rang)(rang)污(wu)染(ran)狀(zhuang)況調查(cha)”要求,冠(guan)(guan)(guan)縣(xian)(xian)育(yu)才雙語學(xue)校(xiao)建(jian)設項目(mu)(二期(qi))地(di)(di)塊(kuai)(kuai)(kuai)用(yong)地(di)(di)性質由農用(yong)地(di)(di)變(bian)(bian)更(geng)(geng)為(wei)(wei)中(zhong)(zhong)(zhong)小學(xue)用(yong)地(di)(di),存在用(yong)地(di)(di)用(yong)途變(bian)(bian)更(geng)(geng)性質,應當編(bian)(bian)制(zhi)土(tu)(tu)壤(rang)(rang)污(wu)染(ran)狀(zhuang)況調查(cha)報(bao)告(gao)并上(shang)報(bao)地(di)(di)方(fang)人民政府生(sheng)(sheng)態(tai)環(huan)境(jing)主管部門備案。受(shou)冠(guan)(guan)(guan)縣(xian)(xian)育(yu)才雙語學(xue)校(xiao)委托,山東蔚(yu)海藍(lan)天環(huan)境(jing)科技集(ji)團有限(xian)公司承擔該項目(mu)土(tu)(tu)壤(rang)(rang)污(wu)染(ran)狀(zhuang)況調查(cha)評估工作,并編(bian)(bian)制(zhi)了土(tu)(tu)壤(rang)(rang)污(wu)染(ran)狀(zhuang)況調查(cha)報(bao)告(gao)。

       本(ben)次基于材料收集、現場訪談問卷、實地采樣分析(xi),以科學理論為依據(ju),結(jie)合(he)專業的判(pan)(pan)斷來進行邏(luo)輯推論與結(jie)果分析(xi)。通(tong)過對(dui)目前所掌握的調(diao)查資料的判(pan)(pan)別和(he)分析(xi),并結(jie)合(he)項(xiang)目成本(ben)、地塊(kuai)條件等(deng)多(duo)因素的綜合(he)考慮來完成的專業判(pan)(pan)斷。該(gai)項(xiang)目地塊(kuai)及周邊(bian)區(qu)域當(dang)前和(he)歷史上無可(ke)能的污染源,認為地塊(kuai)的環境狀況可(ke)以接受,可(ke)進行學校的建設。
